My teenage neighbor has been shooting metal bbs at my sons cats

Hi all im honestly not sure if this is the right place or where i can post this but i dont know what else to do.The neighbors behind my house have a teenage son. He is always out in the yard shooting his bb gun. My sons cat has been kinda distant the last few days but she is an outdoor cat so i didnt think much of it. Well she showed up and has a metal bb in her ear. It is on her cartilage right at the base of her ear, less than an inch from her eye and right at her skull. I'm livid. It's about 85% lodged in her ear.I'm unbelievably pissed. I have 2 sons under 3, what if they were outside and the neighbor shot at them? How many other animals has he hurt? I know it was him and this is not the first time he's tried to hurt my petsI really want to call the police but i have no proof besides a bb in my cats ear.
