BD doesn’t stick to the rules!😠

So I’m trying and have BEEN trying to break my daughter from the binky AND milk bottles at night because I know that the sugars in the milk will sit on her teeth and rot her enamel off causing early tooth decay and eventually have to be taken out.... so I’ve expressed this to him and so has his family but he doesn’t listen. He works days I work nights she gets no bottles and no binky with me but with her dad she knows she can scream and get it... now she’s back to actually NEEDING both just to go to sleep (even during nap time) which is my time.... any pointers on what to do here? She’s the one suffering and our pockets later when insurance only covers so much! Please someone help me figure out a way to make his awareness become more then his laziness! Thanks!
