How to handle this situation

My friend has a child the same age as my child. My child has tried various times to reach out and play games. We don't live in the same neighborhood so this is how my child is able to interact. Every time my child asks to play, my friends child says no. My friend also makes excuses, such as The child is outside playing even though we can see the child online actively playing a game. It's gotten to the point that my child doesn't even want to see this kid anymore. How can I still keep a friendship and hang out but also ensure my child is comfortable around this other child?
